Howard has served the homeless community and those transitioning to independent living in Frederick with the Frederick Christian Fellowship (FCF) church Local Missions team faithfully for the past 15 years.  He has a passion for those whose circumstances would further prevent them from finding a relationship with God or who do not see their worth as being one of His children.  He knows that they are worth it and wants them to experience God’s love and grace.

Carlton Hill suffered a lifestyle of addiction that led to being homeless, sleeping in abandoned cars, crack houses, and empty buildings, “I was a criminal, I had people looking for me, I was in and out of rehabs. I was divorced and became a parent of a murdered son.

At my only son’s funeral, someone told me that God was going to give me “many sons.”

In 2003 a pastor sent him to the Frederick Rescue Mission.  He entered as a homeless man addicted to drugs, and graduated the program finding freedom through Jesus Christ.  Carlton left with a determination to never return to the destructive lifestyle that repeatedly took so much from him.

In the years since God enabled him to work as an Addiction Counselor at the Department of Corrections at the Hagerstown Prison and a prison in Baltimore, MD.  Carlton became Frederick County’s first Peer Recovery Specialist.  And through further training has become a Certified Recovery Coach, Recovery coach Trainer, Peer Recovery Specialist, Certified Behavioral Therapist, and a Board-Certified Addiction Counselor of Drugs and Alcohol.  As well as the Director of Operations for Changed Life Recovery Program at the Frederick Rescue Mission where he has become the father to “many sons.”

Carlton’s passion for serving others has come through Jesus working through others to serve him in his greatest time of need.

Tony’s passion for serving those experiencing homeless and the perils of addiction comes from his own personal experience.  In 2019, Jesus saved Tony from a life of crime, addiction, and homelessness when he surrendered his life to Jesus at the Changed Life Recovery Program at the Frederick Rescue Mission.

In the years since, Tony has become a full-time pulpit minister at the Frederick Church of Christ, is currently working to finish his Master’s Degree in Seminary biblical studies, and continues to work with men in recovery throughout Frederick County.

Tony believes that, “our struggles uniquely qualify us to help others” and he strives to do the will of God by allowing all of his past struggles empower him to serve his community.

“Now to Him who is able to do immeasurably more than all we ask or imagine, according to His power that is at work within us, to Him be glory in the church and in Christ Jesus throughout all generation, for ever and ever!  Amen.” – Ephesians 3:20-21

Sabrina has a passion for serving those in the community who experience struggles with homelessness, addiction, and mental health. She has been delivered from addiction and the grip of depression/anxiety by the grace of God and pursued Certification as a Peer Recovery Specialist through MABPCB in order to give others the love that God has given her. Sabrina brings experience in working with individuals with substance use disorder as well as co-occurring disorders and facilitating recovery groups and one-on-one interventions to assist individuals in self-efficacy and connection to local resources. She believes that no person is too far gone to experience the resurrection power of Christ, but can go boldly to the throne of grace, just as they are, because of His great love for us,  to receive healing, hope, and new life. 

“But God commendeth his love toward us, in that, while we were yet sinners, Christ died for us.”
